Senate committee vote kills Missouri video lottery proposal

A Missouri Senate committee dealt a fatal blow Wednesday to a bill that would have authorized video lottery games at gas stations, truck stops, and other retail locations. The measure, which had been closely watched by gaming vendors and convenience store operators, was effectively killed in a committee vote, ending any chance of passage for this legislative session.

The proposal aimed to replace the thousands of unregulated, so-called "gray market" gaming machines currently operating across the state. Supporters argued that legalizing and taxing these video lottery terminals would generate much-needed revenue for education and infrastructure. Critics argued that expanding gambling to more locations would increase addiction rates and crime. Casino interests, who already pay significant taxes in Missouri, warned that the new machines would cannibalize their business and reduce state revenue from their operations.

The committee vote was not close. After a brief debate, members voted down the proposal, effectively shelving it for the year. Vendors who had spent months lobbying for the bill expressed disappointment, while opponents celebrated the outcome. The decision means the unregulated machines will remain in place for now, a situation that frustrates both sides of the debate. Law enforcement officials noted that without legalization, they will continue to face challenges in policing the gray market devices. The issue is expected to return in future sessions, but for now, the path forward is blocked.
